Dowling and Judith Enck, the Environmental Protection Agency's regional administrator, signed a pact at the system's Feinstein Institute of Medical Research to collaborate on green initiatives. After mentioning that North-Shore-LIJ provides care to both Long Island and New York City, the hospital chief explained that Enck covers a larger territory, including New York, New Jersey, Puerto Rico and the U.S. Virgin Islands.
