When Paterson assumed office, he should have emulated a fearless governor such as Hugh Carey, who inherited a similar fiscal mess and tamed the Albany Legislature and saved the state and city from bankruptcy. Unfortunately he adopted the George Pataki "govern by press release" management approach.
