In his State of the State address, Gov. Eliot Spitzer spoke about a "perfect storm of unaffordablity," referring to a combination of high taxes, overregulation and burdensome costs driving businesses and young people away from the state.

Last month, the governor announced a $1 billion annual cut in workers' compensation rates that will go a long way toward battling the high cost of doing business in New York. The 20.5 percent reduction doesn't cost individual taxpayers a dime, and it's another signal that New York is open for business.
